FSC certified wooden toys mean the wood fibre can be traced through a certified chain of custody back to responsibly managed forests — not that the toy is safe, tested or better made. FSC answers a sourcing question; EN71 and ASTM F963 answer a safety question. This guide separates the two, explains the three claim types you will see on a supplier's documents, and shows how to verify a claim in the FSC public database instead of taking a logo on a box at face value.
What FSC actually certifies
The Forest Stewardship Council certifies two different things. Forest management certification applies to the forest operation: how it is harvested, replanted, and how environmental and social values are protected. Chain of custody (CoC) certification applies to every company that handles the wood after the forest — sawmill, plywood mill, trader, and the factory that makes the toy.
A toy factory needs CoC certification to sell product with an FSC claim. The system requires controlled incoming material, separated certified stock, records that convert purchases into sales, and the FSC claim on invoices and shipping documents. Certification is audited annually by an accredited certification body.
We hold FSC chain-of-custody certification and issue the FSC claim on the invoice when a project is ordered as an FSC order.
The three claim types on a document
| Claim | What it means |
|---|---|
| FSC 100% | All wood fibre in the product comes from FSC-certified forests |
| FSC Mix | A mix of FSC-certified, recycled and controlled wood, under a credit or percentage system |
| FSC Recycled | Fibre comes from reclaimed or post-consumer material |
FSC Mix is the one buyers misread. Under the credit system a factory can buy certified material, bank the credit and apply it to a batch that also contains controlled wood, so FSC Mix may not contain 100% certified fibre. Under the percentage system, the label states a minimum percentage of certified content. If your promise is "100% certified wood", you need FSC 100% material a supplier can actually source in your species and thickness.
Chain of custody: from forest to carton
The chain is only as strong as its weakest link. What a proper FSC order looks like:
- The material is ordered with an FSC claim and the supplier's certificate code.
- At goods-in, the factory records the supplier, the certificate code, the quantity and the claim.
- Certified stock is stored separately or clearly identified, and production is recorded so the certified input matches the declared output.
- The invoice to you states the FSC claim, the product and the certificate code of the company selling to you.
- The retail packaging may carry the FSC label only if the claim and trademark rules allow it, including the licence code.
If a supplier can produce a certificate but no FSC invoice statement for your order, the material was probably not certified.
What FSC is not
FSC is not a safety standard. It does not test paint, glue, small parts, sharp edges or flammability, and a certified forest can supply wood that is finished with a paint that fails EN71-3.
FSC is not a chemical standard. It does not replace formaldehyde emission limits, lead limits or phthalate restrictions.
FSC is not a social audit. Labour conditions are covered by BSCI, SMETA or SA8000, which are separate programmes.
FSC vs EN71 vs CPSIA: different questions
| Standard | Question it answers | Who relies on it |
|---|---|---|
| FSC chain of custody | Where did the wood fibre come from? | Brands with sourcing commitments, EU due diligence |
| EN71-1/-2/-3 | Is the toy mechanically and chemically safe for the EU market? | EU importers, CE file |
| ASTM F963 + CPSIA | Is the toy safe and legally documented for the US market? | US importers, CPC |
| BSCI / SMETA | Are labour conditions acceptable? | Retail vendor onboarding |
A complete vendor file contains all four, because each answers a question the others cannot.
How to verify a supplier's FSC claim
Do not rely on a PDF certificate: it can be expired, out of scope or belong to a different legal entity. Verify:
- Search the FSC public certificate database by company name or certificate code. The public search shows the certificate holder, the certification body, the status, the scope and the validity.
- Match the legal entity. The certificate holder must be the company that invoices you, or the mill that supplies it, and the product scope must include the product category you are buying.
- Check the scope. A certificate for sawn timber does not cover plywood; a trading scope does not cover manufacturing.
- Ask for the FSC invoice statement on a past order, with the claim, the code and the product description.
- Ask where the certified material is stored and how it is separated from non-certified stock, then look at it during a factory visit.
A supplier who cannot answer step 4 has a certificate, not a chain of custody.
EUDR in the background
The EU Deforestation Regulation obliges operators placing wood products on the EU market to show the wood is deforestation-free and legally harvested, with geolocation for the plots. FSC certification supports that file but does not automatically satisfy it. If you import into the EU, expect your supplier to be asked for plot-level information and a documented due-diligence process, checked at the border.
What it takes to run an FSC order
FSC material is bought against a specific project, because certified stock in a given species and thickness is not always on the shelf. Practical consequences:
- Tell us the species, thickness and quantity early so the material can be reserved.
- Allow extra material lead time compared with standard stock.
- Expect a material premium, which is passed through transparently as a line on the quote.
- Confirm whether the on-product FSC label is needed, and in which version, because the artwork approval depends on it.
- Keep the FSC invoice and the certificate code with your own due-diligence file.
FAQ
Is FSC the same as EN71?
No. FSC certifies the wood's origin and chain of custody; EN71 certifies that the finished toy meets EU safety requirements. A toy can be FSC certified and still fail EN71-3 if the paint is wrong, and a toy can pass EN71 while using non-certified wood.
Can a supplier sell "FSC certified" without chain of custody?
Not legitimately. The right to make an FSC claim on an invoice or a product comes from holding CoC certification. A mill's certificate does not transfer the right to a trader or a factory that buys from it — that factory needs its own CoC.
Do we have to print the FSC logo on the box?
Only if you want the on-product claim. It requires the correct label version, the licence code of the certificate holder, and artwork approval. Many buyers keep the claim on the invoice and in the technical file and leave the box unbranded, which avoids artwork complexity.
